This is a summary of the Cherokee County Electric Co-op Association (CCECA) responses to my questions regarding their new Internet Service which is coming to East Shore Estates:
We have already started construction in areas around East Shore Estates but you will start to see more activities over the course of the next couple months. We have crews working along the North East side of the lake at this time (East Lake Woods) and will be starting to move down the East side of the lake. We anticipate that we will complete construction and have service available for your area around July of this year. We will be building out the infrastructure to connect and support all homes in our service area along with capacity for future growth, so as your community continues to grow, we will be able to support full internet services to all members who desire service.
We will have three separate plans for our members to choose from. All packages are free installation and includes your ONT (Modem) and WIFI Router at no charge.
Once people sign up for services and schedule their appointment, we will come install the service drop to their home. This “drop” will be a fiber line that will follow the same path as their existing power line. So if your power line is run overhead, your fiber line will come in overhead to the house. If your power line is underground, your fiber line will also come in underground. We will mount a small utility box near your existing electric meter where the fiber line will terminate. Then we will run a fiber line from that box to the centralized location inside your home where you want your WIFI router to be placed.

This will ensure that once services are available for your area, you will be
the first to be contacted to schedule your install appointment.
CCECA is currently providing Internet
only. There have been some
discussions about offering phone but that is not ready for launch yet. As
far as TV services, there are countless options for TV streaming services but
we currently do not have any partnership with those services and are leaving it
up to the member to choose which service best meets their needs.
(ie,
all device connections will be wireless from the Wi-Fi Router and 4 could be
cabled from the router using Ethernet cables).
(If you don’t have Smart TV but it has an
open HDMI Port, Bob recommends a ROKI-Express 4K (2021) streaming device for
its ease of use and robust content options) (OR buy a new TCL 4K TV which is a
ROKU TV and has it all built into the TV. You can research your options and
decide what you prefer.)
We will be installing an Adtran 621 ONT (Modem) (ONT= Optical Network Terminal) (6.4x9.7x1.5) which will have one Ethernet port that will connect to the Zyxel 5510 Gateway (WIFI Router) 4.6x4.7x8.8. The Zyxel gateway is equipment with one 2.5 GB WAN port and four 1 GB RJ-45 ports. It has both 2.4 GHz and 5 GHz wireless antennas. I went ahead and included the datasheet for the Zyxel product in case you were interested.
CCECA is installing our own fiber throughout our footprint, we will not be utilizing any of the existing infrastructure from other providers that are currently on poles, drops, or home wiring.
Many of you may have heard that Cherokee County Electric Co-op will be bringing high speed fiber broadband internet service to our homes and our area of East Texas. They are trying to figure out the service needs for our area. Speeds range from 200 Mbps to 2 Gigs (2000 Mbps). Price ranges from $59-$149 for the different packages. This will especially help in the areas with very slow or no type of internet service. Please go to the link below and fill out the information if you might be interested in getting the new service at your house. This will help them understand the needs for this service in our area.

‘Kali’s Law’ requiring kill switches on boats 26 feet or less in Texas begins Sept. 1
A new kill-switch law, dubbed “Kali’s Law,” goes into effect on Texas waterways beginning Sept. 1, 2019. The kill-switch — also known as an ignition safety switch — will become mandatory equipment on motor boats 26 feet or less in length as a result of Gov. Greg Abbott signing the bill into law June 10.
Kali’s Law came about after the death of Kali Gorzell, 16, who died after being struck and killed by the propellor of a boat after being ejected in an accident near Dagger Island in the Aransas Pass area in 2012. This law complements the required use of a kill switch for personal watercrafts, making Texas one of seven states with a mandatory kill-switch law for powerboats.
Kill switches have long been among the most important safety devices on boats, right up there with lifejackets, though they weren’t legally required. Kill switches usually consist of a cord or lanyard with a clip at one end. The clip attaches to a button or a switch on the boat that must be engaged to allow the boat to start or to continue operating. The opposite end can be secured to the boat operator’s wrist, lifejacket or other personal flotation device or even a belt loop or clothing loop — something that will hold it should an operator be ejected from their running craft.
The new law also allows for the use of functional wireless attachments that have come on the market. AutoTether and FELL Marine Man OverBoard are among the most popular wireless kill switch models.
Many shallow-water saltwater fishing boats, including those with either flat decks and no railings, or both, also are prone to “end swapping,” another situation that can occur when a boat enters into a turn and loses its ability to maintain steering contact with the water, causing violent spins.
During discussion on the bill in this year’s legislative session, a Texas Parks & Wildlife Department official testified, and gave an alarming estimate: Of the 29 fatal boating accidents reported in Texas last year, the agency believes 26 might have been prevented if a kill switch had been used.
Here is the full text of House Bill 337, which passed both houses of the Texas Legislature and was signed by the governor:
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter D, Chapter 31, Parks and Wildlife Code, is amended by adding Section 31.1071 to read as follows:
Sec. 31.1071. OPERATION OF MOTORBOAT WITH EMERGENCY ENGINE CUTOFF
SWITCH. (a) In this section, “engine cutoff switch” means an emergency
switch installed on a motorboat that:
(1) is designed to shut off the engine if:
(A) the motorboat operator using a lanyard attachment activates the
switch by falling overboard or otherwise moving beyond the length of the
lanyard; or
(B) the motorboat operator or a passenger using a wireless
attachment activates the switch by falling overboard and submerging a
man-overboard transmitter; and
(2) attaches:
(A) physically to the motorboat operator through the use of a lanyard worn by the operator; or
(B) wirelessly through the use of a water-activated man-overboard
transmitter worn by the motorboat operator or any similarly equipped
passenger on the motorboat.
(b) A motorboat operator may not operate a motorboat less than 26
feet in length and equipped by the manufacturer with an engine cutoff
switch while the motorboat is under way and moving at greater than
headway speed without first verifying that the switch is operational and
fully functional and properly attaching the lanyard or wireless
attachment, as appropriate for the specific motorboat, to the operator’s
body or to the clothing or personal flotation device being worn by the
operator.
SECTION 2. Section 31.127, Parks and Wildlife Code, is amended by adding Subsection (g) to read as follows:
(g) A person who operates a motorboat in violation of Section
31.1071 commits an offense punishable by a fine of not more than $200.
SECTION 3. This Act takes effect September 1, 2019.
In addition to having a designated driver, Texas Parks & Wildlife stresses the following four key points to decrease boating and water-related accidents, injuries and deaths.
“Some accidents are unavoidable, but if a boat operator is ejected there is only one way to shut off the engine and stop the boat from hitting someone – a safety ignition kill switch,” said Cody Jones, TPWD Assistant Commander for Marine Enforcement. “It only takes a second to clip the safety ignition switch on to your belt loop or life jacket, and it could save your life or those of everyone onboard.
“Drowning is the highest reported cause of death in boating fatalities, and most victims are found not wearing a lifejacket,” Jones said. “It’s not enough to just stow your lifejacket onboard because accidents on the water can happen much too fast to reach and put one on.”

Below is a link to a letter from the Arp Volunteer Fire Department explaining the information and details for the new Fire Station # 3, which has just been completed in Omen. You can send this letter to your insurance company to find out if you will get a discount on your home owner’s policy or not. Please let us know what your results are by your company. Our homeowners association gets these types of questions all the time and would like your feedback on what you find out from your insurance company. The Arp Fire Department also wants to know, by insurance company, what you find out and if the company helps you or not. This information will help the ESEPOA Board to advise our members which insurance companies are favorable for our members and will help the Arp Fire Department know which companies they need to contact to try to get them on-board.

Around May 1st a heavy duty flatbed trailer was stolen from a lot on North Lakeview. Jack Gowen had his trailer parked across the street off the road on a wooded lot where he keeps it and someone has stolen it. Watch your property, keep your trailers heavily locked and call the Sheriff if you see any suspicious activity in the neighborhood!!!
UPDATE 06-05-17 -- Jack Thompson just had his barge trailer stolen from the same location the night of 06-05-17!!

We've had a few boathouse break-ins and we all need to be aware and to keep our eyes open. If everyone is watching, someone will see what Law Enforcement needs to do their job. The thefts have been reported correctly, but law enforcement needs more help. It looks like the thieves came in from the lake. Everyone needs to lock up their boathouses, boats, cars and put a lock on their trailers and don't leave things in your boats. And a must, don't forget to lock up your homes. A lot of people go down to their boathouses and leave their homes unlocked. In times like we're in right now, we are going to see more and more break-ins and we don't need to make it easy for these people. The word will get out fast as soon as we start locking down and even better, being able to give law enforcement something to work with. Each and every one of us see things every day that we need to question. We're not saying to confront anyone, we're saying if something looks out of place, write down a plate number and make and color of the car or truck. If someone is driving slowly and you haven’t seen the car out here they may be casing out the area, write down the plate number. Do the same thing on the lake when it looks like everyone isn't fishing and might be casing the area. A resident had two guys last week that he wished he had written down their boat number because of the way they were acting. What we notice today may help to convict a bad guy tomorrow. It’s better to be safe than sorry and that break-in, in someone else’s house might be yours the next time. So we must work together to keep our neighborhood safe and theft free.

UPDATE 3-22-16: The post box bandit has struck again using checks from the mail box to make purchases from stores in Smith county. The owner of the checks finding out after the fact and after larger amounts of money than the original checks were made out for. The community needs to be vigilant and if someone notices something CALL 911. The more calls/observations the Sheriff Department has the more they can be checking, these thieves need to be caught! If you have an incident of seeing someone in a mail box or something stolen from your mail box you must file a complaint/report with the Sheriff department then get the report number and call the post master in Troup, he has to have the sheriff department report number before he can file a complaint with the Federal post office. These mail box thief's are a Federal Crime.
Today 10-12-15, one of our neighbors has reported finding a pile of opened mail in the street in our neighborhood!!!
Please be alert to individuals approaching mail boxes in our area and follow up on any checks you have mailed to be sure the recipient received them or that they did not clear your bank account paid to someone else.
There may have been other instances, but for this one instance the neighbor is returning the opened mail to the houses in our neighborhood that have a local address included.

Sergeant Stowers, of the Troup Police Department, is offering an informational class to the public about open carry (and concealed carry) of handguns in Texas as an outreach program of the Troup Police Department. I attended the first class and highly recommend this next class for anyone interested in any information about the new or current laws on this subject. It doesn't matter if you are a current license holder or not for you to attend this class since it is just explaining the current laws, rules and answering your questions in an open forum. He will also visit with you following the class if desired.
If you have any questions, concerns or are interested in being updated on the current law and rule changes, I would highly recommend you registering and attending this class. Class size is limited so register early to be sure you have a seat for this FREE class being held locally at the Troup Library.

Arp ISD wishes to thank everyone for their support in passing this Tax Ratification Election (TRE). The issue overwhelmingly passed with a 93% approval by the community. This will greatly benefit the school district and our community.

We need your HELP!
Our East Shore Estates Board has reviewed this material and as a CPA with some knowledge of Arp ISD asked me to do the same and post the information on our website. It is important that you go vote and support this Tax Ratification Election (TRE) issue on the ballot so Arp ISD will have access to an additional $400,000 in state funding without increasing our local taxes! This is simply a legal tax election maneuver which over 300 school districts in Texas have done in the past 8-9 years. Overton ISD just passed their TRE in September.
If you have any questions after reading all of the attached material I would strongly encourage you to attend the next Arp ISD public meeting at the Arp High School on Thursday December 3, 2015 at 6:00PM and get your questions answered.

Please be on the lookout for individuals dumping trash in the area, and report it to the Smith County Sheriff's Office ASAP. It has become an increasing problem in our area and the Sheriff's office is combing through any trash being dumped and will prosecute those involved.

Beginning March 1, 2015, your motor vehicle will no longer be issued an inspection sticker and your registration sticker will serve as combined proof of inspection and registration.
Today, Wednesday October 22, 2014, I received a call from Greg Jones, General Manager of Cherokee County Electric Co-op, as a follow up to questions about the power outages asked by Dennis Weis at the Co-op Annual Meeting Tuesday night. Dennis had inquired about the large number of outages we had experienced recently and any reasons for that, etc. Greg did some research at the coop and said that during those outages they had found and replaced some breaker panels at the substation that were burned and felt like they had contributed to some of those outages. He said that we should expect a significant drop in the number of outages going forward while cautioning that some of them are weather related and would happen regardless. They are also building a new substation in Bullard which will reduce the load on our Troup substation and help provide for more reliable service to both areas.
In addition, he noted that our area should be coming up soon on the schedule for right-of-way clearing and maintenance. This will also help to reduce outages by clearing trees and limbs that might fall on the lines and disrupt power.

There will be a presentation by representatives of the Arp Independent School District regarding the Arp ISD School Bond Issue on the current election ballot. They will be explaining and reviewing the current need for the bond issue to replace the Arp Junior High Facility and other items. It should be both interesting and informative plus giving you a chance to ask any questions you may have about the bond issue. You don't want to miss this presentation!
Early Voting runs from Monday 10/20/14 through Friday 10/31/14.
Election Day voting is on Tuesday November 4, 2014.

On a personal note, I have been driving a school bus and substitute teaching periodically for Arp ISD and have spent a lot of time in this Junior High School facility over the past 2 years. I can certainly attest to the need for a new facility and the fact that this structure has reached the end of its useful life. The district has done an amazing job of making it last as long as it has but it now needs to be replaced. It is no longer cost effective to operate or maintain the facility plus, in today's world, there are many other reasons to replace it with a secure state-of-the-art facility. Interest rates are at historic lows so the cost of debt service on this issue will be at an historic low as well and they are taking advantage of that cost saving for the taxpayers. So personally, I think we need to try to help pass this bond issue and give them the tools they need to continue providing our area's students with an excellent education.
Just to clarify, the East Shore Estates Board of Directors has taken no action/position on this and will not. They have been, and will remain, neutral on this issue neither supporting nor opposing the proposal. I do not want my personal experience and comments to be interpreted as an endorsement by the East Shore Estates Board of Directors.

An East Shore Estates neighbor forwarded this to our homeowners association:
Yesterday 6/10/14, I was in my garage on North Lakeview with the doors open when an older burgundy Chevy pickup truck passed by going about five miles an hour. The passenger and the driver were stopping in front of most of the properties trying to see into their garages, etc.. The passenger made the mistake of leaning out of the window on his side to try to see into my garage. I was sitting there working on my motorcycle and took exception to his attention to my belongings.
I followed them with my truck and after about a block they pulled over and stopped. I came up alongside of them and asked them what they were doing. I was told by the driver that his Mother used to live out here. When I asked him where he said Jarvis. No house number, just Jarvis. I informed them that there had been some theft in the area and that I hoped they understood why I was asking them questions.
I took down their license plate number and ran it this morning. His name was XXXXXX XXXXXX. Among other things, he was arrested for burglary in 1993, for DWI in 1995, for Assault in 2006 and another incident concerning public intoxication.
We had a friend from East Lake Woods that had his fishing boat stolen last weekend, some other friends on Lake Tyler West that had a paddle boat taken from their dock and another friend that had fuel stolen from their boats. They told me that one day they saw someone standing on their property by the lake looking at their house.
I would like to respectfully suggest that we all start paying attention to any suspicious activity in the neighborhood, including any boats or Wave Runners that are coming too close and looking too hard at our properties. A neighborhood crime watch might very well be in order.
Please be alert around the neighborhood and call the sheriff's department if you see any suspicious vehicles or activity.

7-15-14:AN UPDATE FROM THE DENSON'S ON OLD LAKE TYLER NEXT TO LANGLEY ISLAND:
Can you send to the Lake Tyler Assoc. a notice to be on the look out for a 10' blue and orange water trampoline? It is blue with orange writing that says oragous. It also has a yellow blow up slide attached and a red tube tied on to it. there are 3 on Hillcreek just like ours. This is the second thing stolen from our pier this month. A "LIFE IS GOOD" sign was stolen from above our boat house door. I appreciate your help.

WHAT ARE ZEBRA MUSSELS?
Zebra mussels are a small, destructive invasive species that can spread across Texas by hitching a ride on boats and trailers. They grow to only about 1 inches and develop a distinctive zebra-striped shell. One zebra mussel can produce up to one million microscopic larvae. Zebra mussels can cause tremendous environmental and economic damage " hurting aquatic life, damaging your boat, hindering water recreation and even threatening your water supply.
WHERE ARE ZEBRA MUSSELS?
Zebra mussels are currently in the following lakes: Texoma, Ray Roberts, Lewisville, Bridgeport, Lavon and Belton. They have also been found on isolated occasions in Lake Ray Hubbard, Lake Grapevine, Lake Fork, Lake Takwoni, the Red River below Lake Texoma, the Elm Fork of the Trinity River, and Sister Grove Creek.
TRANSPORTING ZEBRA MUSSELS IS ILLEGAL
Possession or transportation of zebra mussels in Texas is a Class C misdemeanor for the first offence, punishable by a fine of up to $500. Repeat offenses can be elevated to a Class B misdemeanor, punishable by a fine of up to $2,000, jail time up to 180 days, or both.
In addition, under this law, anglers and boaters in 47 counties are required to take all reasonable steps to drain all water from their vessel, including live wells, bilges, motors, and any other receptacles or water intake systems. This applies to all types and sizes of boats used on public waters.

Good afternoon, everyone. Because we will not meet again until mid-May, I wanted to provide an update on recent activities at Lake Tyler that will likely be of interest.
Lake Tyler Marina:
In February, the City sent a letter to the Marina operator/lessee, notifying him of the cancellation of the Lake Tyler Marina lease due to several unresolved matters. The operator/lessee has now vacated, and the City has temporarily transferred utility accounts into the Citys name. We have also begun providing septic hauling services for the RV rentals that do not have permanent sewer service available.
The bank that has a lien against the Marina property now holds the interest in the leasehold and the City and bank are currently negotiating a plan for a longer term plan to keep the Marina and RV park open. Until such time that a plan is in place, the City will operate the gas pumps so that fuel will be available to boaters beginning tomorrow, and the RV park will remain open as-is for the short term. We hope to know more by our next regular meeting after visiting again with the bank about their ideas and suggested plans going forward.
Lake Tyler Dam Repair:
The City accepted bids for the Dam Repair project on March 28, 2014. Two bids were received and the low bid was submitted by Gracon Construction in the amount of $8,284,270. The contract was awarded by City Council on April 9, 2014, with funding provided by Tyler Water Utilities cash on hand for infrastructure projects. The contractor is currently obtaining the required insurance and bonds. Once those have been obtained, the construction contracts will be returned to the City for execution and construction can begin. The current estimate to receive the contracts back from the contractor is by the end of April.

Right now, our lakes and rivers are under attack by Zebra Mussels. In Texas, Lake Ray Roberts and Lake Texoma are already "infested" and without your help, they will spread throughout the state.
What are Zebra Mussels?
Don't Be a Carrier, Zebra Mussels are a small, destructive invasive species that can spread by hitching a ride on boats and trailers. They grow to about 1 inches and develop a distinctive zebra-striped shell. One Zebra Mussel can produce up to one million microscopic larvae. They can cause tremendous environmental and economic damage such as:
Encrusting and adding weight to boat hulls; clogging water systems used in boat motors, air conditioners and heads.
Threatening our water supply by colonizing inside pipelines, restricting the flow of water, and damaging water intake structures which results in higher water bills for homes and businesses.
Taking over habitats from native species, damaging lake ecology and impacting fish populations .
Its Illegal to Transport Zebra Mussels!
Unfortunately, you may be in possession of Zebra Mussels, and not even know it. That is because young Zebra Mussels in their larval stage can survive for days in water left in your boat and are invisible to the naked eye!
We wanted to make sure you are aware that it is ILLEGAL to possess or transport Zebra Mussels " knowingly OR unknowingly in the state of Texas. The law imposes fines of up to $500 for the first incident (a Class C misdemeanor), and steeper fines with possible jail time, for subsequent offenses.
Stop the spread and avoid breaking the law!
Boaters can take a few simple precautions to help ensure they are in compliance with the law.
CLEAN. Clean off any vegetation, mud or foreign objects on the boat, trailer and gear before you leave the lake.
DRAIN. The law requires that boaters drain all water from the boat, including the motor, bilge, livewells and bait buckets " before leaving an infested lake.
DRY. Dry the boat and trailer for a week or more before entering another water body. If unable to let it dry for at least a week, wash it with a high-pressure washer and hot (at least 140-degree), soapy water.

This is a landmark day for East Shore Estates!
Well, it has been a long hard struggle but we have finally gotten our Omen Tower upgraded to Verizon 4G LTE service and it went live today!! I am getting a 68ms ping, 20-21MB Download and 8-10MB Upload at my house now! Some folks will get faster speeds and some will get a little slower speeds.
For anyone who has a 4G device they will enjoy greatly increased speeds (10-20x 3g) and many residents will get 4G LTE service for the first time. Our existing 3G service will continue and should be running much better too.
I would like to give a big THANK YOU to all of the Verizon Corporate Business and Operations/Network employees (you know who you all are) who have helped me over the years to get our Omen tower updated and upgraded now culminating in our State of the Art 4G LTE system!! This is the primary broadband service for East Shore Estates and is very important for our residents.

Jan 18, 2013: This week we set the forms and tied the rebar for the second phase of the Headwall on the north side of the bridge and are pouring the concrete today. The headwall has to be poured in three phases. three phases of the headwall.
Jan 28, 2013: We completed the headwall on the north side of the bridge and moved to the south side digging out for the south headwall. There are also back filling the north headwall this week will working on the south headwall.
Feb 5, 2013: The update for Cr 230. Last week we finished the back fill of the Headwall on the north side of the bridge and drove pilings on poured concrete of phase one of the three phase headwall on the south side of the bridge.
Feb 11,2013: The bridge crew is making the last pour today on the south headwall. We will then back fill and be getting ready to set beams.
Feb 15, 2013: We got the Headwalls back filled the I-Beams are cut and being painted should finish the painting of the I-Beams on Tuesday. Then will get the beams set and start getting the center bracing on them next week.
Feb 22, 2013: We have the I-Beams set and are welding in the cross braces in place at this time. Attached are some photos of the bridge at this time.
Feb 27, 2013:Culvert Replacement on Sunshine Lane, Monday 3/4 !! - We plan to start setting the cross culvert on Sunshine Lane in the East Shore Estates Subdivision on Monday March 4, if weather permits. This will cause some travel delay do to the fact that this is a road with one way in and one way out. So it will be closed to a one lane road while the pipe is being replaced. Once they fix it, it will be a temporary surface until we get the overlay machine over to it. So it may be uneven for a short time. Once CR 230 is finished they will overlay CR 230 bridge and Sunshine culvert at the same time.
Mar 4, 2013: We put the pan for the concrete to the deck on and they will start tying the rebar for the deck today. We are planning to pore the concrete on the deck on Thursday if weather allows. Everything is still on schedule.

Mar 8, 2013: The bridge deck was poured yesterday it will need at least two weeks cure time. In the mean time we will cut the expansion joint, set the guard rail, finish the back fill and start the tying in of the road. We are still on schedule for the end of March or First of April.
Mar 21, 2013: It looks like the bridge will be ready a week early. They are trying to finish and open it back up tomorrow, Friday 3/22. Cary Nix just called with an update and said it should be open by lunch tomorrow, Friday 3/22/13.

This is intended to be my personal general summary of the viable broadband Internet Service Providers (ISPs) currently available in East Shore Estates. Dial-up services are no longer viable for anyone anywhere due to the large amount of data transmitted by web pages and web sites. Every residence is a different situation due to the location, terrain, structures, trees, etc. This summary will be updated periodically as more information becomes available so check our website frequently. (www.eastshoreestates.com)
Their 3G wireless broadband is currently our most universally available, consistent and long standing broadband service that is generally available to everyone, except for the Pavilion area. That area still has a weak signal and needs a signal amplifier in addition to your aircard. Download speeds fluctuate from .7-1.5MB down and .2-.8MB up which is basically the speed of DSL. It took years for me to get them to upgrade and debug our tower but now the service is very good and dependable. This service currently costs $59.99/month for 5GB of data plus $10 for each GB over your limit. (NOTE: There is also a very small 250MB plan for $39.99/month but DO NOT get this plan. It is WAY too small and therefore not usable.) Pricing for new customers is going to change drastically June 28, 2012 so just be aware that this pricing will no longer be available for new customers.
When VerizonWireless 3G became available years ago I threw my data satellite system in the trash and have been using this ever since. I really like the fact that I can toss my aircard in my laptop bag when we travel and have Internet service virtually everywhere we go.
IF you are currently on one of the grandfathered unlimited 3G data plans that I was able to arrange for years ago you need to carefully consider ever changing or upgrading from that plan. You will lose your unlimited data plan and cannot get it back. If you are a heavy data user your costs could rise significantly so you need to know how much data you are using a month and plan to use in the future.
Their 4G wireless is currently NOT available for approximately 90% of our residents due to Verizon's not upgrading our tower in the recent roll-out of 4G in our area. We understood that we were going to be included but wound up getting cut out of the deployment. They need to run fiber optic cable to the tower or install microwave equipment to support 4G speeds and throughput. While we believe fiber is available in Omen less than a mile away, they did not make that a priority so we were left out. I should note that the 4G aircards will fall back to 3G service if no 4G service is available. SO, even though you were sold a 4G aircard you will probably be using the 3G service in most cases in East Shore Estates until they upgrade our tower to 4G. This is due to the terrain not allowing the 4G signal to reach you from Arp, Whitehouse, or Chapel Hill since it is not on our tower.
The Tyler Verizon office on the loop wanted us to promote their new 4G service roll-out to our residents. I went to their office and met with the manager and assistant manager explaining our past service issues getting the 3G system to work like they said it should and that I didn't want unhappy users again not getting what they were sold. I told them I had residents calling me wanting to know what to do and if they could get 4G at their house now. I explained our terrain issues, etc and the fact that since we were cut out of the 4G tower roll-out that I wanted to be SURE that our residents could get the service inside THEIR house before I would support it. Their employees cannot go onto customers property so I offered to do that for them and test the system in our whole neighborhood to satisfy myself we could all get the service. I just needed them to get me a demo aircard and MiFi to use to test. This was on Friday April 27 and the manager said he would get right on it but everyone was sick the next week and he was short handed so he didn't get it done but would get right on it the next week. OK, so the next week went by saying he would get right on it while the assistant manager slipped out here and put up her own 4G sign advertising the 4G service and to call her for the sale. I texted the manager back again and said I was "still waiting" and he as ignored working with East Shore Estates as a group ever since.
Fortunately, I was able to bypass the unresponsive local manager and go through other channels and obtain the test equipment I needed to test the 4G coverage in East Shore Estates. My testing reflects much worse coverage than even I expected. The few houses on the ends of the 3 points are picking up a low usable 4G signal and have speeds of 7-10MB down and about 1.5-2.0MB up. That is basically the few houses on Susie's Point, Cardinal west (left) from Sunshine, Fisherman's west (left) from Ramp Road. The majority of East Shore Estates which is remaining is getting zero 4G signal at this time. Keep in mind that the 3G coverage is good and working well but just don't expect 4G speeds until our tower is upgraded. Your best 4G equipment options are a USB aircard (Pantech UML290) that plugs into your computer or into a specialized wireless router if you want a hotspot with long range and also be able to have hardwired Ethernet connections. The other option is their small MiFi wireless router hotspot (Verizon Jetpack Novatel 4510L Mobile Hotspot). It is a credit card sized device providing WiFi only connections for up to 5 devices. It is very portable if that is a need, but WiFi speeds drop off significantly when you get more than 25 feet away. The 4G plans cost $30/month for 2GB of data (Too small, don't get), $50/month for 5GB of data (normal users), or $80/month for 10GB of data (heavy users) plus $10 for each GB over your respective limit. Pricing for new customers is going to change drastically June 28, 2012 so just be aware that this pricing will no longer be available for new customers.
On 6-1-12 I finished the 2 week testing of the current Verizon Wireless 4G LTE signal out here and returned the equipment. It basically showed that 4G LTE is not working for 90% of our residents until Verizon installs it on our Omen tower which I hope is in the not too distant future. Many folks can get a 4G signal but it is a fringe signal, has issues and is really not reliable/stable enough to be usable. Anyone using a 4G aircard or MiFi needs to lock it onto 3G until our tower is upgraded. When 4G LTE is installed on our tower I think these weak signal problems will be over. Our 3G signal is good in most places although some areas towards the Pavilion need a signal booster added to the aircard to get good service. Our trees and terrain are our big challenges in getting the signal to drop into our hole we call the lake.

Many of you may remember Chris from the days when he helped us all get setup on the 3G system initially. He will set you up over the phone and then overnight FedEx you the equipment so you will be up and running the next day without having to go to town. I have made arrangements for Chris to personally take care of us here in East Shore Estates. He's a great guy!
Another broadband option several of our residents are using is Gower's fixed service that is broadcast to your residence. I have not personally had a chance to test any of these systems or get any feedback from their users and would love to receive some if you are running this system. Gower will need to come to your house for a site survey to see if you can receive their signal at your location due to the terrain and trees, etc. I asked the Gower folks to send me this brief summary of their system and related costs:
GOWER.NET is offering High Speed Wireless Internet to East Shore Estates. We are a locally owned business that started in 1984 as Gower Computer Support, Inc. in Tyler.
Unlike other providers, there is NO CONTRACT REQUIRED. We have 3 towers in the Lake Tyler area of which 2 cover East Shore Estates. We use small outdoor antennas mounted at customers site pointed at our tower to receive the signal. Equipment and standard installation is $250 or $350, depending on equipment needed. If extra poles and cable are needed, there is additional cost. Your monthly cost depends on speed ordered. Different Internet speeds are available depending on what speed you choose. Currently we offer 192K down for $29.95 monthly with speeds up to 2Mb down/1Mb up for $174.95 monthly. Our most popular speed is 1Mb down/256K up, which is priced at $79.95 monthly. NOTE: we do not throttle speed down after a preset limit or charge extra for overage. It is UNLIMITED and again NO CONTRACT REQUIRED. There are several satellite Internet providers and it has been years since I threw my Starband satellite dish in the trash after we got VerizonWireless 3G out here. If you must do satellite, your best provider is probably HughNet and I would definitely recommend staying away from Wild Blue and Starband because I know of no happy users. All of the ones I have encountered have been moved to VerizonWireless. The satellite provider/installer will have to do a site survey to see if they can get a good line-of-sight to the satellite around your trees, etc. I am not a fan of satellite Internet due to the high cost of equipment and service, service interruptions, rain fade, and especially the latency delay. Latency delay is the time it takes the signal to go up 22,000 miles to the satellite, back down 22,000 miles to the ground station, and on through the Internet to its original destination. This delay makes gaming not work, causes you to click about 15 seconds early when bidding (like eBay biding) to attempt to not miss the sale, and used to not allow VOIP Internet telephone call like Magic Jack, Vonage, etc, but that may be different now.
The satellite companies try to compensate for the latency delay by using various data accelerators that cache web pages on your system so they pop up quick and then fill in the data that has changed with the satellite download. It makes things appear a little faster but the latency issue is still there.
We have several residents that are currently satellite users and I would be interested in their feedback about what provider they are using, how they like it, what it costs, and what they don't like about the current satellite systems.
Currently we have NO cable Internet service provider. Our last company, Zoom Media LLC, closed and entered bankruptcy proceedings at the end of March, 2012. Some people are still receiving a signal while others are not. Zoom Media, LLC cannot be reached by email or telephone. My last automated response from an email to the company President simply read:
"Zoom Media LLC has permanently closed and is seeking Bankruptcy protection."
I have contacted 3 other cable providers about our situation. To date, one has us on their radar screen but is not currently interested, a second has sent the information to their engineers to review, and the third has not yet responded.
I am currently not aware of any other Internet Service Providers (ISPs) that have a signal strong enough to service our area with high speed Internet. If you know of any that I can check out and test please contact me with the information about who to contact where I can see the system in service and run a few tests. We are always trying to stay current and keep up with any new services that might become available to us in East Shore Estates.

Cable Company Serving Hamburg Apparently Now Out of Business

As of this week, the customers of Zoom Media, LLC, which had been operating the Hamburg cable television system have only limited channels.
The system ceased carrying a CBS affiliate some time last week, and by Monday morning of this week, the Little Rock ABC affiliate was also gone. As of mid-morning Monday, the El Dorado-Monroe NBC affiliate, Public Broadcasting station AETN and The Weather Channel remained active, as well as another channel which was broadcasting commercials.
A call to the company's support number results in a message that, "Due to unforseen circumstances, Zoom Media has permanently closed and is seeking bankruptcy protection."
Mayor Dane Weindorf said that he was waiting to hear back from Paul Keith, the city attorney, in regard to what to do about the system.
A person familiar with the system noted that electricity was cut off to the system this past week, and it was only through the mayor's appeals that it was turned back on. The person also noted that unless someone pays the electricity and starts paying franchise fees to the channels, he expects the system will gradually disappear. "If someone doesn't take it over, it is going away. I just don't know how soon," he said.
Faced with a similar situation, the City of Montrose took over and began operating the system in that town.

This years Clinic will be on April 19th at 7pm in front of the Arp Jr. High Cafeteria. The cost will be $8.00 per animal vaccinated with part of the proceeds going to support the FFA Activities. All Animals must be 6 months old to be vaccinated, and remember that they must be vaccinated each year. This year they have cut the number of vaccination locations and are looking at the numbers of animals vaccinated to determine if they will keep doing the program. So be sure to bring your dog or cat and show that this is a worthwhile program to continue. We will be there until we run out of vaccine or dogs.

RE: Planned Troup Substation Outage
Dear Consumer Member,
Cherokee County Electric Cooperative Association (CCECA) strives to deliver reliable, low cost power to rural residents and businesses of East Texas. In order to improve upon this service, CCECA is in the process of upgrading our Troup Substation. In general, Troup Substation's service territory is from Omen south, Turnertown west, New Summerfield north, and Highway 69 east.
Maintaining a safe work environment is of the utmost importance to CCECA. Therefore, CCECA will be shutting off the power in the Troup Substation for a "temporary outage" on Tuesday, March 6, 2012 in order to conduct several dangerous tasks. This temporary outage is planned from approximately 8:00 AM to 4:00 PM. Should this outage not be conducted due to unforeseen circumstances on the above scheduled date, it will be rescheduled as soon as feasibly possible and without additional notification. There will be subsequent temporary outages to follow during the course of this project. Construction should be completed in April.

Southern Utilities: Restrict Water Use

Southern Utilities Co. notified its 19,000 customers that it is implementing on Wednesday stage one of a plan restricting outdoor watering.
The customer demand on Southern Utilities Company's drinking water system has reached an all time high, according to a letter sent to customers. This high demand is primarily created by active landscape irrigation systems and outside residential water use, and has created a situation in areas of Southern Utilities Company's drinking water system where there is not sufficient pressure for the outdoor water usage.
General Manager Michael Farrell said Southern Utilities serves customers in rural Smith County and northern Cherokee County.
The company is asking customers to restrict landscape irrigation and lawn watering to two days a week " from 10 p.m. through 6 a.m. Mondays and Wednesdays for residents with even number street addresses and 10 p.m. to 6 a.m. Tuesdays and Thursdays for people who have odd number street addresses. It is asking all residents to not water outdoors on weekends.
Stage one is voluntary restriction of residential and recreational water use, including washing homes, windows or siding, driveways, vehicles, boats and trailers.
The restrictions will remain until customers are notified otherwise. If the drought persists, the company could implement stages two and three of its drought plan.
Stage two includes mandatory water restrictions and limiting outside water usage while stage three prohibits all outdoor water use.
Southern Utilities says it has no desire to implement more restrictive stages.
Voluntary compliance by all costumers with the voluntary restrictions of stage one should allow an adequate supply of water for all customer use, the letter states.

The impact of hurricanes Rita and Ike still lingers throughout the country, and the most recent effects now are available to the public.
In conjunction with local governments across the country, the Federal Emergency Management Administration has worked to update decades-old flood maps. Officials want Smith County residents to take a look at the new maps to see where their homes and buildings now stand.
This goes back to FEMA updating all of the flood maps in the country because a lot of them were (from) back in the 70s, said Jacqueline Chandler, a media representative with FEMA. Preliminary flood maps are now available so everybody comes in, they take a look at it, the local community will be sharing it with the public to see if there are any changes.
Ms. Chandler said the last time Smith Countys maps were updated was in 1981 and as development has continued in the area, plains may have shifted. After the hurricanes, Congress mandated updating flood-zone maps around the country in the interest of preparedness.
She encouraged people to take the time to check the maps to be prepared in case of flooding.
The new maps also could have potential effects on insurance rates for homeowners.
Doug Nicholson, Smith Countys Road and Flood Plane administrator, said that ultimately, the maps will play a role in how much an individual has to pay to be covered in case of a flood.
It benefits them, too, because, say the elevation is 374 and the elevation on your house is 380, youre out of the flood zone, he said. Used to, you had to hire somebody to come out there and find that flood zone elevation for you, so it was more expense.
Ms. Chandler said there still is some time before the maps become official.
Now that the new findings are available for public review, there is a 90-day period for residents to review them and file and complaints or concerns, which FEMA then will verify. Once residents concerns have been considered and the maps approved, there is a six-month compliance period, for the committee to actually adopt the maps and do whatever else they need to come in compliance with any of the guidelines and any mitigation requirements, she said.
After that, the documents are official.
If (people are) in that flood hazard area and they dont have flood insurance, theyd better go get it, Nicholson said. When these new maps come out, if they dont have it, its going to cost them more money. If theyve got it, theyre grandfathered into whatever rate theyve got right now.
Tom Sorrels, owner and agent for Tom Sorrels Insurance, said many homeowners may think they are covered by homeowners insurance, but that is rarely the case.
Flood insurance as related to a natural disaster and homeowners insurance, which covers problem like burst pipes, are two different things, he said.
The new maps likely will not significantly affect a large portion of Smith Countys population, he said, but just because a home is not in a designated flood zone does not mean it is immune.
Everybodys in a flood plain. Its just, some are more severe than others, he said. There will probably be some people that will be adversely affected by (new maps). Its just going to matter what the maps look like when theyre finally drawn.
To review the preliminary maps, residents can visit Nicholsons office at 1700 W. Claude St., in Tyler. The maps also can be viewed online at riskmap6.com. To speak with a FEMA map specialist, call 1-877-FEMAMAP (1-877-336-2627) or email FEMAMapSpecialist@riskmapcds.com.
Smith County Judge Joel Baker has issued a burn ban for Smith County, effective immediately, due to extremely dry conditions. The burn ban is effective for seven days, and may be renewed upon review of conditions next Tuesday.
We have watch conditions closely during this period of record heat and high winds, and have determined that a burn ban is needed. Many factors go into the decision-making process regarding the issuance of a burn ban. I always consult with the County Fire Marshall in evaluating the issuance of such an order, Judge Baker said.
Factors in determining the need for a burn ban include:
1. the Keetch-Byram Drought Index
2. the current temperature, humidity, and wind speed
3. the forecasted weather
We also consider the type and volume of calls for emergency service due to fires, Judge Baker added.
The current drought index is 694 and the county has historically issued burn bans when it is at or near 700. Unusually high temperatures, lack of rainfall and low moisture levels have contributed to need for a ban to be issued.
Pursuant to Texas Penal Code 28.04, a person commits an offense if, without the effective consent of the property owner, he/she recklessly damages or destroys property of the owner. Such a violation is a class-C misdemeanor, punishable by a fine of up to $500.

Steaks and burgers can be cooked outdoors with charcoal and wood this weekend. Smith County amended its burn ban to allow the use of materials beyond liquid propane and natural gas when grilling.
The ban on outdoor burning was issued Tuesday by Smith County Judge Joel Baker due to extreme drought conditions within the area. Smith County joined Anderson, Cherokee, Gregg, Henderson and Rusk, Upshur and Van Zandt among 242 counties statewide to implement burn bans.
The seven-day burn ban prohibits burning of all combustible material, use of fireworks, and welding or any other activities that could result in a wildfire.
Welders may be granted permission to work by the Smith County Fire Marshals office. Anyone cutting, grinding or welding metal outdoors can call the Smith County Fire Marshals Office at 903-590-2652 or Smith County dispatch after 5 p.m. or on weekends at 903-566-6600.
Penalty for burning during the ban is a Class C misdemeanor, which carries up to a $500 fine. Penalties can increase up to confinement if the severity of the case dictates.

SMITH COUNTY, TX - County Commissioners have extended the burn ban for Smith County.
In Commissioners court Tuesday 7/19/11, County Commissioners voted in favor of a 90 day extension to the burn ban that was put in place last week.
Since July 1, 177 acres have burned in Smith County. There have also been two structure fires in the county as well as one outbuilding that was destroyed by fire.

Tyler Water Utilities has received approval from TPWD to treat approximately 128 acres of hydrilla on Lake Tyler East. Treatment is scheduled for June 23, 2010. This is the earliest date possible considering the 14 day notification required for the state-wide notification list. Attached is a map showing the areas to be treated. These areas were identified as having dense and sparse hydrilla in the spring hydrilla survey.

Well, it is the Monday after and all is quiet around East Shore Estates today, but boy, was it busy over the weekend!
The sounds of boat motors, fireworks, and children laughing and screaming filled the air this July 4th weekend. It seemed like everyone was celebrating the return of good water! For the past two years, we all suffered through not enough water, and then too much water, but this year the lake was perfect. The weather cooperated and brought us sunny days and cool evenings to enjoy friends, family, and great food.
Thanks to all of you around the lake who entertained us all with your beautiful fireworks displays. They were awesome! Many people had enough for Saturday and Sunday evening as well. There is nothing like the site of beautiful fireworks over the water.
There were plenty of campers, fisherman, swimmers, and boaters all enjoying our beautiful lake this weekend. We should all be truly grateful for the safety of all of them and for the fine work that our Park Rangers do to keep our lake safe and clean.
It was indeed a great weekend to enjoy our beautiful surroundings and to be grateful again for this great place where we live. Please continue to keep the brave men and women serving in our military in your thoughts and prayers. God Bless America!
Memorial Day weekend is always bitter sweet. It provides us a time to stop and honor our brave veterans, including those who have given the ultimate sacrifice, who have fought for our freedom so we are able to enjoy ALL of our holidays. To those brave men and women, past and present, we say a heart felt thank you for all you have done.
In addition, the Memorial Day weekend always signals the official beginning of the summer season along with the rapidly approaching end of the school year. It's time for some family summer fun!
SO, break out the boats, jet skis, and all of your water toys for a great summer of recreation on Lake Tyler East!
The Second Annual East Shore Estates Garage Sale on May 17th was a great success! The weather was perfect and the crowds were outstanding. It appeared that money was made all around and, as a bonus, we met many nice people in our area and in our neighborhood.

Many, many thanks to the volunteers at Omen Baptist Church who came by at the end of a tiring day and loaded up all of our sale “leftovers†and took them to their church for a sale this next weekend. Hopefully, in the future, we can coordinate with them on our dates. This worked so well for both of us….we got rid of our things easily, and they got a lot more donations to help their church.

All East Shore Estates residents are encouraged to participate in the Second Annual Neighborhood Garage Sale to be held on Saturday, May 17. The time for the sale will be from 8:00- 5:00.
You may set up in your garage, your driveway, or at the pavilion. The property owners association will be providing signs throughout the neighborhood and will be advertising in the Tri County paper, the Tyler Paper, and the Thrifty Nickel. You are encouraged to put out your own signs as well with your address and arrows on them.
It is good to use visible price tags and price your items fairly and reasonably. Be sure to have your sale items priced and ready to go the morning of the sale. Customers will come early!
Encourage your neighbors to participate! Last year it was great to visit with each other and to meet the people who came to our neighborhood from Arp, Troup, Overton, and Whitehouse. Let’s make this a “big deal†that people in our area will look forward to each year.

The March 29th workday was a great success. We repaired the broken water line, installed two new windsocks and raised the windsock poles at both the pavilion and Bluebird Circle. Additionally, we picked up trash along CR 2143 and got a good start on replacing the roof on the playset. Unfortunately, the weather did not fully cooperate, so we will reschedule the staining of the fishing pier.

Many of you may have seen the recent reports on KLTV and in the Tyler Morning Telegraph about SALVINIA. This is a very fast growing weed that can literally choke a lake in a matter of days. If you thought Hydrilla was bad, this weed is a 1000 times worse! Salvinia has recently been found in Lake Palestine and in Brady Branch Reservoir. PLEASE BE VIGILANT when launching your boat. The first place it is most likely to show up is around the launch ramps. Should you see this contact the following authorities immediately: Texas Parks & Wildlife @ 903-881-8233, the City of Tyler @ 903-531-1234 and the Lake Tyler Patrol @ 903-566-2327.

All,
In recent weeks the board has received several complaints, both via the post office and on the website.
I would like to take this opportunity to ask that if you have an issue with your neighbor, or some other person in the association, please talk to that person and try to get the issue resolved between the parties. As has been said in the annual meetings, the board is not, and will not be, the “yard policeâ€. Most of the problems that are brought before the board could have been resolved if the parties involved would just talk out their problems and help each other get them resolved.
Everyone must realize that our deed restrictions are numerous and vary from unit to unit. Additionally, they are not very specific in certain areas. This lack of detail means your board must work with precedent and common sense solutions for what benefits all of East Shore Estates.
Persons having concerns about perceived problems in the NEIGHBORHOOD are more than welcome to attend board meetings, give input for possible solutions, and assist in implementing courses of action to remedy issues that have been raised. Board meetings are always open to any member. Meetings are normally held at 7:00 p.m. on the second Tuesday of each month, with the exception of December. Weather permitting, they are held at the pavilion.
The board of directors is short one member. We are seeking a volunteer to fill this unexpired term, ending in April 2009. If you are interested, please let one of the board members know that you would like to serve.
Remember; all complaints concerning deed restriction and/or by-law violations must be brought to the attention of the Board of Directors in one of two (2) ways:
1. In writing via U. S. Mail (Certified - Return Receipt Requested is highly recommended)
2. Via the "contactboard" link on the web site.

FYI - There is an emergency exit on Fisherman's Drive. Please take the time to familiarize yourself with the emergency exit while the weather is good so that in a time of crisis, you'll know where to go and how to use it. The keys that you buy for the ramps also go to the lock that is on the gate to the emergency exit.
